FISP Cycle 10: who has to file, and exactly when

Buildings taller than six stories must file a Cycle 10 facade report. Your deadline depends on the last digit of your block number. The three filing windows, the fees, and the penalties for missing them.

When is my FISP Cycle 10 report due?

Cycle 10 runs 21 February 2025 to 20 February 2030 and applies to buildings taller than six stories. Your window depends on the last digit of your tax block number: blocks ending in 4, 5, 6 or 9 file between 21 Feb 2025 and 21 Feb 2027 (Sub-Cycle A); blocks ending in 0, 7 or 8 between 21 Feb 2026 and 21 Feb 2028 (Sub-Cycle B); blocks ending in 1, 2 or 3 between 21 Feb 2027 and 21 Feb 2029 (Sub-Cycle C). Reports are filed in DOB NOW: Safety by a DOB-approved Qualified Exterior Wall Inspector.

What matters on a real job

Find your sub-cycle in one step

Take your tax block number and look at its last digit. 4, 5, 6 or 9 → Sub-Cycle A, window 21 Feb 2025 to 21 Feb 2027. 0, 7 or 8 → Sub-Cycle B, 21 Feb 2026 to 21 Feb 2028. 1, 2 or 3 → Sub-Cycle C, 21 Feb 2027 to 21 Feb 2029. Not the address, not the borough — the block.

Taller than six stories

That is the threshold. The critical examination has to be performed by a DOB-approved QEWI, a Qualified Exterior Wall Inspector — not by the project manager and not by the contractor.

If you never filed in Cycle 9, this changed

Owners whose most recent status is NRF (No Report Filed) and who will file as Safe or SWARMP can file an Initial report early, before their window opens, to stop civil penalties from piling up. Since 15 December 2025 this is available for sub-cycles 10B and 10C in DOB NOW, and the sub-cycle override that the February 2025 notice required is no longer needed. Once the report is provisionally accepted you have 10 business days to pay the accrued penalties, or it is deemed incomplete and the meter keeps running.

What it costs to file

Initial filing $425. Amended or subsequent filing $425. Extension of time to complete repairs $305. Request for waiver of penalties $140.

What it costs not to file

Late initial report: $1,000 per month. Failure to file: $5,000 per year. Failure to correct SWARMP conditions by the deadline: $2,000. The penalty for missing the window is larger than the cost of the inspection.
